Eligibility
Greenville Technical College received $12,446,016 in HEERF III – ARP Act funds designated for students from the U. S. Department of Education.
The initial HEERF III- ARP Act awards were made to students who were enrolled in Summer term classes as a degree, certificate or diploma-seeking student as of Wednesday, June 30, 2021.
For the 2021 Summer term, the eligibility criteria differentiated between students that are eligible for Pell grants and students that are not eligible for Pell grants. Thus, the amount awarded to students depended on whether you were Pell-eligible based on Expected Family Contribution (EFC) from the 2020-21 Free Application for Federal Student Aid (FAFSA) and on how many credit hours students were attending during the 2020 Summer term as of June 30, 2021.
For the 2021 Fall term, the eligibility criteria continued to differentiate between students that are eligible for Pell grants and students that are not eligible for Pell grants. Thus, the amount awarded to students depended on whether students were Pell-eligible based on Expected Family Contribution (EFC) from the 2021-22 Free Application for Federal Student Aid (FAFSA) and on how many credit hours students were attending during the 2021 Fall term as of October 21, 2021.
For the 2022 spring term, the eligibility criteria also continued to differentiate between students receiving Pell Grants and students not receiving a Pell Grant as of a specific date in each term (March 14, 2022, in the 2022 spring term). Thus, the amount awarded to students depended on whether students were Pell-eligible based on Expected Family Contribution (EFC) from the 2021-22 Free Application for Federal Student Aid (FAFSA) and on how many credit hours students were attending during the 2021 Fall term as of March 14, 2022.
Early College students, employees who received assistance from the college, transient students and non-degree students were not eligible for funding awarded in the 2021 summer, the 2021 fall term, and the 2022 spring terms.
For each fund distribution, an email was sent to all recipients informing them of this award and how eligibility was determined. A second email provided instructions on how the funds would be made payable to the student's account.
Public Disclosure and Reporting Requirements
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan Act, 2021 (HEERF III – ARP Act), Public Law 117-2, signed into law on March 11, 2021.
- Greenville Technical College received $12,446,016 in HEERF III – ARP Act funds and had $54,884 remaining in CRRSA Act funds for a total of $12,500,900 from the U. S. Department of Education to award to students for the 2021 Summer, 2021 Fall, and 2022 Spring terms.
- The estimated total number of students at the institution eligible to participate in programs participate under Public Law No: 117-2 was 3,834 for the 2021 Summer term, 7,402 students for the 2021 Fall term and 6,685 students for the 2022 Spring term.
- 3,834 students enrolled as of July 30, 2021, at Greenville Technical College received $54,884 in HEERF II - CRRSA Act funding and $1,391,816 HEERF III – ARP Act funds, totaling $1,446,700. The average amount awarded was approximately $377.
- An additional 7,402 students enrolled as of October 21, 2021, at Greenville Technical College received $7,951,500 HEERF III – ARP Act funds. The average amount awarded was approximately $1,074.
- An additional 6,685 students enrolled as of March 14, 2022, at Greenville Technical College received $3,108,810 HEERF III -ARP Act funds. Of that amount, $6,110 were institutional funds. The average amount awarded was approximately $465.
- Greenville Technical College determined that all students enrolled as of June 30, 2021, should receive funds unless they were Early College students, employees who received assistance from the college, transient students or non-degree students.
- DACA students were eligible.
- International students were eligible.
- Students enrolled entirely in distance learning were eligible.
- Enrolled students who had a Federal Pell Grant transmitted to their student account as of June 30, 2021, were eligible for a $500 base award plus an amount based on enrolled hours.
- Enrolled students who submitted a 2020-21 FAFSA that was rejected and not processed are eligible. However, they are not eligible for $500 base award if their EFC is less than 5,712 since we cannot determine Pell Grant eligibility on a rejected non-processed FAFSA).
- Enrolled students who submitted a 2020-21 FAFSA and were selected for verification and did not yet complete verification are eligible. However, they are not eligible for $500 base award if their EFC is less than 5,712 since we cannot confirm Pell Grant eligibility until verification is completed.
- Enrolled students who have an EFC less than 5,712 but not receiving Pell Grant due to having already earned a Bachelor's degree, 600% LEU, SAP status, or anything similar, are eligible, but not for the $500 base amount since they are not Pell Grant eligible.
- Students enrolled for less than 6 credit hours receive $100, 6 to 8 credit hours receive $200, 9 to 11 credit hours receive $300, 12 to 14 credit hours receive $400, and 15+ credit hours receive $500. These amounts are subject to our final modeling of awards.
- Greenville Technical College determined that all students enrolled as of October 21, 2021, should receive funds unless they were Early College students, employees who received assistance from the college, transient students or non-degree students.

- Greenville Technical College determined that all students enrolled as of March 14, 2022, should receive funds unless they were Early College students, employees who received assistance from the college, transient students or non-degree students.

A second email (see email 2 content) was sent on July 20, 2021, which provided instructions on how the funds would be made payable to the student's account.
- For those eligible enrolled students as of October 21, 2021, an email (see email 3 content) was sent on October 29, 2021, informing them of HEERF III – ARP Act funding and how eligibility was determined. A second email (see email 4 content) was sent on November 3, 2021, which provided instructions on how the funds would be made payable to the student's account.
